The Government granted fast-track approval on 1 May for the Pound Road Industrial Development — a project led by Ngāi Tahu Property Development Holdings — making it the 20th project approved under the Fast-track Approvals Act 2024 and the seventh in the South Island. Infrastructure Minister Chris Bishop and Regional Development Minister Shane Jones made the joint announcement.
The development will subdivide a 60.4-hectare site northwest of Pound Road and east of Barters Road in Christchurch's northwest into industrial lots, ranging from approximately 2,000 square metres to 1.5 hectares. The first stage will deliver around 50 lots, with 84 lots planned across the full site.
The project is designed to accommodate dry industrial uses, light manufacturing, warehousing, and logistics activities. The applicant is required to provide supporting infrastructure including roads, landscaping, and water and wastewater services as conditions of approval.
Construction alone is projected to contribute approximately $451 million to the Canterbury economy, with the development expected to create substantial employment during the build phase and support ongoing job creation once lots are occupied.
'This will provide Christchurch with opportunities for new businesses and for the current 48,000 businesses in Christchurch to grow or expand,' Bishop said. 'It's about ensuring Christchurch has the capacity to grow and compete as a key economic centre.'
The approval took approximately seven months from lodgement — including a three-month suspension — and represents a key milestone for the fast-track regime as it moves through its second year of operation. Canterbury real estate commentators noted the project complements the separately consented Ryans Road Industrial Development nearby, which will add a further 126 lots across 57.6 hectares.
